13 Aptrindo's proposal to the Minitry of Transportation

ITSCL, May 2017 - The Central Executive Board (DPP) of the Indonesian Truck Entrepreneurs Association (Aptrindo) led by Executive Chairman Gemilang Tarigan, proposed several improvements plan to the Ministry of Transportation, based on the issue that experienced by Aptrindo members all this time. The meeting between Aptrindo and the Minister of Transportation, Budi Karya Sumadi was held at the residence of Menhub, Widya Chandra housing complex, South Jakarta. The problems that have faced by the Aptrindo members were summarized in 13 points.

Dewan Pimpinan Pusat (DPP) Asosiasi Pengusaha Truk Indonesia (Aptrindo) yang dipimpin Ketua Umumnya Gemilang Tarigan, mengajukan beberapa usulan perbaikan kepada Kementerian Perhubungan (Kemenhub) atas permasalahan yang selama ini dihadapi oleh anggota Aptrindo. Audiensi antara Aptrindo dengan Menteri Perhubungan (Menhub) Budi Karya Sumadi dilaksanakan di kediaman Menhub, Kompleks perumahan Widya Chandra, Jakarta Selatan. Permasalahan yang selama ini dihadapi oleh para pengusaha angkutan barang yang tergabung dalam Aptrindo terangkum dalam 13 poin yang diusulkan kepada Menhub.

  • First, related to the price competition in freight business, which makes the impression of truck transport that is not good in the eyes of consumers. So it is necessary to create the guidelines of freight rates.
  • Pertama terkait adanya persaingan harga tidak sehat dalam usaha angkutan barang, yang membuat kesan angkutan truk tidak bagus di mata konsumen. Sehingga dianggap perlu adanya pedoman penentuan tarif angkutan barang.
  • Second, the problem of the amount of weight allowed (JBI) that is not informed on the KIR book, in each region. Related to JBI, Aptrindo proposed to determine the maximum JBI from the central government. Then, set the maximum load on provincial or district road according to road carrying capacity.
  • Kedua, masalah jumlah berat yang diizinkan (JBI) dalam buku KIR tidak seragam di setiap daerah. Terkait JBI, Aptrindo mengusulkan perlunya penetapan JBI maksimum dari pemerintah pusat. Serta menetapkan maksimum muatan di jalan provinsi atau kabupaten sesuai daya dukung jalan.
  • Third, the truck technology that has now developed has affected the truck's carrying capacity and it is still within the road carrying capacity standards. According to Aptrindo, JBI needs to be increased by coordinating with the Ministry of PUPR to improve road quality.
  • Ketiga, soal teknologi truk yang kini telah berkembang sehingga mempengaruhi daya angkut truk dan masih dalam standar daya dukung jalan. Menurut Aptrindo, JBI perlu dinaikkan dengan melakukan koordinasi bersama Kementerian PUPR untuk meningkatkan kualitas jalan.
  • Fourth, Aptrindo proposed the need to create a road network to support the logistics activities, which consist of the first class highway or toll on each island (currently under construction). As well as create a supporting road connected to the class 1 main road from ports and industrial areas in the regions.
  • Keempat, Aptrindo mengusulkan perlunya membuat jaringan jalan guna mendukung kegiatan sektor logistik, yang terdiri dari jalan utama kelas 1 atau tol di setiap pulau (yang kini sedang dibangun). Serta membuat jalan pendukung yang terhubung dengan jalan utama kelas 1 dari pelabuhan dan kawasan industri di daerah-daerah.

  • Fifth, unavailability of terminal facilities for trucks and goods. So it is necessary to build a terminal trucks and goods in the port area.
  • Kelima, belum tersedianya fasilitas terminal untuk truk dan barang. Sehingga dianggap perlunya membangun terminal truk dan barang di kawasan pelabuhan.
  • Fifth, unavailability of terminal facilities for trucks and goods. So it is necessary to build a terminal trucks and goods in the port area.
  • Kelima, belum tersedianya fasilitas terminal untuk truk dan barang. Sehingga dianggap perlunya membangun terminal truk dan barang di kawasan pelabuhan.
  • Sixth, related to local regulations (Perda) such as business license cards (KIU) and loading and unloading licenses (IBM) on public goods transport, which are considered contrary to Law No.22 of 2009 on Road Traffic and Transportation (LLAJ).
  • Keenam, terkait peraturan daerah (Perda) seperti kartu izin usaha (KIU) dan izin bongkar muat (IBM) terhadap angkutan barang umum, yang dianggap bertentangan dengan UU No.22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan (LLAJ).
  • Seventh, Aptrindo proposes the need to utilize the freight information system (SIAB) that can be integrated with INSW (Indonesia National Single Window) and KIR test location. So it is expected with the database of integrated freight trucks with all KIR test sites.
  • Ketujuh, Aptrindo mengusulkan perlunya pemanfaatan sistem informasi angkutan barang (SIAB) yang dapat diintegrasikan dengan INSW (Indonesia National Single Window) dan lokasi uji KIR. Sehingga diharapkan dengan adanya database truk angkutan barang yang terintegrasi dengan seluruh lokasi tempat uji KIR.
  • Eighth, the need for stipulation of service quality standards of each company or carrier of goods (trucks) owners through certification undertaken by the Quality Committee. Quality Committee are Aptrindo, filled by elements from Kemenhub and academic institutions.
  • Kedelapan, perlu adanya penetapan standar kualitas layanan dari setiap perusahaan atau operator truk angkutan barang melalui sertifikasi yang dilakukan oleh Komite Mutu. Komite Mutu sendiri menurut Aptrindo, diisi oleh elemen dari Kemenhub, lembaga akademik dan Aptrindo.
  • Ninth, the issue of the high number of individual trucking entrepreneurs who own commercial vehicles in the name of individuals. In fact, if referring to Law No.22 of 2009 on LLAJ, public transport entrepreneurs consist of PT (Limited Liability Company), State Owned Enterprises (BUMN), BUMD (Regional Owned Enterprises), and cooperatives.
  • Kesembilan, tentang persoalan masih banyaknya pengusaha angkutan truk perorangan yang memiliki kendaraan dengan STNK masih atas nama perorangan. Padahal jika mengacu UU No.22 Tahun 2009 tentang LLAJ, pengusaha angkutan umum terdiri dari PT (Perseroan Terbatas), BUMN (Badan Usaha Milik Negara), BUMD (Badan Usaha Milik Daerah), dan koperasi.
  • Tenth, on the prohibition of the use of retreaded tire while retreading tire technology has advanced and has met quality standards. The benefits of retreading tire are to lowering the operational costs of trucks, can also reduce tire waste and utilize domestic rubber and help entrepreneurs of SMEs (Small and Medium Enterprises).
  • Kesepuluh, tentang pelarangan penggunaan ban vulkanisir sementara teknologi vulkanisir ban sudah maju dan telah memenuhi standar kualitas. Manfaat dari vulkanisir ban selain untuk menurunkan biaya operasional truk, juga dapat mengurangi limbah ban serta memanfaatkan karet dalam negeri dan membantu pengusaha UMKM (Usaha Mikro Kecil dan Menengah).
  • 11th, on the implementation of the Minister of Transportation Regulation No.PM 134/2015 on the weighing of freight trucks, which is still not well socialized among the goods owners.
  • Kesebelas, mengenai implementasi Peraturan Menteri Perhubungan No.PM 134/2015 tentang Penimbangan truk angkutan barang, yang masih belum tersosialisasi dengan baik di kalangan pemilik barang.
  • 12th, Issue about the number of body assemblies (caroserie) that deviate from the standard provisions. Aptrindo proposes the need for standardized designs and assemblies of freight trucks by ATPM (sole agent of the brand holder) and caroserie.
  • ke-12, menyoal banyaknya rakitan karoseri yang menyimpang dari ketentuan standar. Aptrindo mengusulkan perlu adanya standarisasi desain dan rakitan truk angkutan barang oleh ATPM (agen tunggal pemegang merek) dan perusahaan karoseri.
  • 13th, is related to the license of the transportation entrepreneur (SIPA) that is still requires the use of law of interference (UUG) law which in fact UUG has been revoked. Aptrindo proposes that the revocation of the UUG need to be detail, so that officers can apply it at "Badan Pelayanan Terpadu Satu Pintu" (BPTSP).
  • ke-13 terkait surat izin pengusaha angkutan (SIPA) masih mensyaratkan penggunaan izin undang-undang gangguan (UUG) yang sejatinya UUG sudah dicabut. Aptrindo mengusulkan agar pencabutan UUG ini masih diperlukan secara rinci, sehingga petugas dapat menerapkannya di kantor Badan Pelayanan Terpadu Satu Pintu (BPTSP).
