Human Resources Rarity for Supply Chain Sector in Indonesia

ITSCL, July 2017 - Supply Chain Indonesia (SCI) and the Indonesian Logistics and Forwarders Association (ALFI) said that Indonesia needs more human resources in the logistics sector to respond to the global challenges. Setijadi, Chairman of SCI said the large population of Indonesia with more than 250 million people and relatively good growth rate of economic growth boosted the logistics business very well. However, on the other hand, the condition of Indonesia as an archipelagic country with more than 17,000 islands and with its surrounding two thirds of the ocean region being the challenge as well as the opportunities of the logistics business in Indonesia. "The level of competition in the logistics sector is getting tighter, especially the global bidding practices in logistics, for example, the demand for world-class logistics companies," Setijadi said in a press release. Globalization makes more foreign logistics companies entering Indonesia, of course with bigger capital, high capability, strong technology and strong network so that they have competitive advantage when doing tender in Indonesia. For local logistics businesses, if not winning the tender, local logistics companies will only receive a lower service outsourcing.

Supply Chain Indonesia (SCI) dan Asosiasi Logistik dan Forwarder Indonesia (ALFI) menilai Indonesia membutuhkan lebih banyak sumber daya manusia di sektor logistik untuk menjawab tantangan global. Setijadi, Ketua SCI mengatakan jumlah penduduk Indonesia yang besar dengan lebih dari 250 juta jiwa dan tingkat pertumbuhan ekonomi yang relatif baik mendorong peningkatan bisnis sektor logistik. Namun, di lain pihak, kondisi indonesia sebagai negara kepulauan dengan lebih dari 17.000 pulau dan dengan sekitarnya dua pertiga wilayah lautan menjadi tantangan sekaligus peluang sektor logistik indonesia. "Tingkat persaingan sektor logistik semakin ketat. Terutama praktik tender global dalam bidang logistik, misalnya, permintaan untuk perusahaan logistik berkelas dunia," kata Setijadi melalui siaran pers. Globalisasi membuat semakin banyaknya perusahaan-perusahaan logistik asing yang masuk ke Indonesia, tentunya dengan modal yang lebih besar, memiliki kapabilitas tinggi, teknologi mumpuni dan jaringan kuat sehingga ketika tender, perusahaan-perusahaan itu berdaya saing tinggi. Untuk pelaku bisnis logistik lokal, jika tidak memenangkan tender, maka perusahaan-perusahaan logistik lokal hanya akan menerima alih daya jasa yang lebih rendah.

"Untuk memanfaatkan peluang dan mengambil tantangan itu, diperlukan upaya peningkatan sumber daya manusia (SDM) pada sektor logistik melalui pendidikan formal, pelatihan, dan sertifikasi," kata Setijadi. Setijadi menyebut adanya persyaratan untuk meningkatkan dan menjaga kompetensi SDM, sehingga akan mendorong peningkatan daya saing perusahaan-perusahaan penyedia jasa logistik indonesia. Beberapa perusahaan di sektor logistik telah berperan penting. Asosiasi Logistik dan Forwarder Indonesia (ALFI), Asosiasi Pengusaha Truk Indonesia (APTRINDO), dan Asosiasi Depo Kontainer Indonesia (ASDEKI), juga telah mendirikan Lembaga Sertifikasi Profesi (LSP) "Logistik Insan Prima" untuk mendapatkan sertifikasi kompetensi profesi di sektor logistik.

Yukki Nugrahawan Hanafi, Chairman of DPP ALFI stated that besides the certification of professional competence from BNSP, for the logistics sector there are also some special education and training in the field of international freight forwarding and logistics, such as Basic Freight Course, FIATA Diploma International Freight Forwarder, and FIATA Higher Diploma in Supply Chain Management (HDSCM) organized by ALFI Institute. "A service-focused education for quality human resource development and specialist expertise in logistics as part of supply chain management," he added. In principle, experts who are from Indonesian citizens’ certified FIATA diploma or certificate of professional competence in the field of forwarder or supply chain management become an alternative fulfillment of administrative requirements for opening the transportation services in Indonesia. This is in accordance with the Minister of Transportation Regulation No. 49/2017 on the Implementation and Management of Transportation Services, which was published on July 6, 2017.

Yukki Nugrahawan Hanafi, Ketua Umum DPP ALFI menyatakan selain dari sertifikasi kompetensi profesi dari BNSP, untuk sektor logistik juga ada beberapa pendidikan dan pelatihan khusus di bidang freight forwarding dan logistik yang berstandar internasional, seperti Basic Freight Course, FIATA Diploma International Freight Forwarder, dan FIATA Higher Diploma dalam Manajemen Rantai Pasokan (HDSCM) yang diselenggarakan oleh ALFI Institute. "Pendidikan yang fokus di bidang jasa untuk pengembangan SDM yang berkualitas dan memiliki keahlian khusus di bidang logistik sebagai bagian dari manajemen rantai pasok," tambahnya. Pada prinsipnya, Tenaga ahli yang bersal dari warga negara Indonesia berijazah FIATA diploma atau sertifikat kompetensi profesi di bidang forwarder atau manajemen supply chain menjadi alternatif pemenuhan syarat administrasi membuka perusahaan jasa pengurusan transportasi di Indonesia. Hal ini sesuai dengan Peraturan Menteri Perhubungan Nomor 49/2017 tentang Penyelenggaraan dan Pengusahaan Jasa Pengurusan Transportasi yang diterbitkan pada 6 Juli 2017 lalu.

SCI itself has become a training institution that publishes logistics professional certification, for occupation / position "Supply Chain Manager". These competencies are needed to improve logistics and supply chain performance for all companies such as manufacturing, distributors, transportation, warehousing, integrated logistics services, courier, retail, and others. Certification of professional competence was issued by the National Agency for Professional Certification (BNSP) as the official institution of the country, so it is recognized nationally. Recognition of this certification of competence will evolve into recognition by ASEAN countries as well as in a wider scope.

SCI sendiri sudah menjadi lembaga pelatihan yang menerbitkan sertifikasi profesi bidang logistik, untuk okupasi / jabatan "Manajer Rantai Pasokan". Kompetensi ini diperlukan untuk meningkatkan kinerja logistik dan rantai pasok untuk semua perusahaan seperti manufaktur, distributor, transportasi, pergudangan, jasa logistik terintegrasi, kurir, ritel, dan lainnya. Sertifikasi kompetensi profesi itu dikeluarkan oleh Badan Nasional Sertifkasi Profesi (BNSP) sebagai lembaga resmi negara, sehingga di akui secara nasional. Pengakuan terhadap sertifikasi kompetensi ini akan berkembang menjadi pengakuan oleh negara-negara ASEAN maupun dalam ruang lingkup yang lebih luas.
